Where you'll be working 
You will be working with a diverse and dynamic team within the Corporate Services and Business Improvement team as part of Health System Support Group (HSSG) based at 1 Reserve Road, St Leonards, NSW 2065. HSSG is a unit of the Public Health System Support Division of the Health Administration Corporation to provide services to support the public health system in implementing Government targets and programs.

What you'll be doing 
The Change Lead as part of the Business Improvement team implements change strategies and activities aimed at informing and engaging staff within the Ministry and other agencies located at 1 Reserve Road St Leonards. The position involves collaboration with internal subject matter experts and other NSW Government agencies, including staff across the organisation at all levels to build capacity and deliver on our change programs drawing on expertise in change management methodologies.

This position will assist in leading a range of strategic and operational initiatives to bring about new ways of organising people, processes and resources that achieves greater scale, effectiveness, sustainability and efficiency. It will drive adoption, business process improvement, benefits realisation and sustained business outcomes through effective stakeholder management.

The Change Lead will manage and coordinate designated key programs and projects, developing and implementing project management plans to ensure the success of the project and providing specialist advice as required. The position is also responsible for applying expert skills, knowledge and experience to investigate and facilitate solutions to system problems, improving quality, productivity and efficiency in alignment with strategic organisational priorities.

Key accountabilities of the role 
The Change Lead will use initiative and self direction to manage the day-to-day requirements with a high degree of competency, skills and enthusiasm. This process will be enabled by: 

  • Lead and implement Change Management Plan’s to effectively engage staff to develop understanding and skills to support technology-based projects and non-technology-based initiatives.
  • Facilitating the development of a strong vision and strategy/framework for change. 
  • Development and implementation of change processes and strategies to achieve key organisational goals and outcomes, with reference to change management methodologies and the four phases of the change journey; Awareness, Readiness, Transition and Embedding.
  • Work in collaborative relationships with stakeholders and subject matter experts to execute change activities to enhance engagement, productivity and collaboration opportunities.
  • Lead the engagement of staff to increase the acceptance and successful implementation of the change management strategy. 
  • Ensure staff readiness and smooth transition for activities such as Active Directory Migration, licence reconciliation, eApproval and workflow, records management and Office 365 adoption.
  • Manage change activities in alignment with project schedules, escalating where necessary, to remove impediments and ensure smooth transition for staff.
  • Strategic application of a risk management framework, to provide information on issues for operational readiness.
  • Provide expert advice, support and coaching to teams on the development of tailored solutions to improve project outcomes. 
  • Facilitate and coordinate change workshops and practical training. 
  • Produce clear, comprehensive and complex documentation, accessible to a wide variety of stakeholders, utilising extensive communication and graphic design skills.

Selection Criteria

  1. Tertiary qualifications in a relevant discipline and/or demonstrated relevant industry experience.
  2. Demonstrated experience to lead and implement of change management for technology and non-technology projects and initiatives.
  3. Curiosity and excellent problem-solving skills.
  4. Ability to develop and maintain effective working relationships with senior management and other key stakeholders at all levels of an organisation with the ability to offer assistance to colleagues.
  5. Proven ability to coordinate work and manage to project schedules while flexibly adapting to changing circumstances.
  6. Superior organisational skills and experience working in a high volume and demanding professional environment with proven capacity to prioritise, multi-task, achieve business goals, perform and always work with a customer focused approach.
  7. Excellent interpersonal, influencing and negotiation skills with demonstrated experience engaging, collaborating, and influencing multiple stakeholders and customers with competing priorities and changing expectations to influence and achieve optimal business outcomes.
