Position Summary:
The COVID Vaccination program is responsible for managing and coordinating the roll-out of COVID-19 vaccination to the state of Victoria. Operating as a dynamic multi-disciplinary team, the group will work closely with key internal and external stakeholders to deliver an effective and efficient immunisation campaign.
The Principal Project Officer will act as a technical lead on evaluation projects within the Evaluation team for the rollout of the COVID-19 vaccine program. The team will be responsible for embedding process, output and outcome measures into the design and rollout of the program. The Evaluation planning and implementation will require building relationships with other state and national counterparts to ensure a nationally consistent approach to evaluating the vaccine program.

  • Co-ordinate and technically advise on the development of relevant evaluation frameworks; policies; guidelines; implementation strategies and any other strategic documents pertaining to evaluations as required.
  • Provides technical guidance to and assist with coordinating/managing a small but efficient and effective team driven to produce high quality work outputs employing robust measurement techniques and delivering outcomes focused on the public's interests.
  • Ensures the use of academically sound measurement techniques
  • Coordinates with relevant state and Commonwealth stakeholders to communicate and deliberate upon relevant evaluation related matters.
  • Engages in and manages smaller evaluation-based outputs (e.g. rapid reviews) as required and in fulfilling the outputs as outlined in the evaluation framework.
  • Engages in field/site based investigatory / evaluation action as required.
  • Co-ordinate and manage Executive briefings to Cabinet, Cabinet sub-committees, Minister and Secretary.
  • Collaborate with governance, secretariat and intergovernmental relations work groups.
  • Be able to work in a fast-paced environment, with short lead times for high quality written briefings.
  • Works with a small team in a way consistent with DHHS values.
  • Provide high quality business intelligence, authoritative advice and sound policy recommendations to senior management and government based on comprehensive research.
  • Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs and cabinet and agency submissions on complex issues.
  • Pro-actively build and maintain effective working relationships and facilitate the flow of information across the department and with key external stakeholders.
  • Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development.
  • Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives, lead relevant committee and governance processes.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
  • Provide leadership and guidance based on advanced expertise.
  • Contribute advanced expertise and knowledge to benefit strategic planning and organisation/sector-wide outcomes.
