In response to COVID-19, CSIRO set up the Business Transition Program (BTP), to provide central coordination and oversight of the organisation’s business response and recovery. Building on the positive return of the BTP, CSIRO is now setting up a new function within the Strategy team, the Program Enablement Office (PEO), to provide central coordination and oversight of strategically important cross-organisational initiatives.

As the Manager, you will contribute to the effective enablement of strategically important cross-organisational initiatives by providing high-level advice to the executive, senior managers or corporate service leaders responsible for major organisational change initiatives through transparent progress reporting, early identification of barriers to delivery and opportunities for enhanced change management.

Your duties will include:

  • Develop and lead the PEO as a cross-functional forum, leveraging full-time resources from other teams to achieve the PEO objectives.
  • Provide consistent approaches for initiative owners to follow across planning, monitoring and communications, and collate that input, identify intersections and gaps, iterate plans and communications with initiative owners, and present consolidated reports to the ET.
  • Create and nurture a program culture of enablement, accountability, and sustainability.
  • Manage complex PEO interactions with a variety of initiative owners and senior leaders, leading conversations including the identification and alleviation of blockages and drive accountability.
  • Become involved in initiative owners’ decision-making at the earliest opportunity, developing the approach to negotiation, forming relationships with initiative owners, and balancing immediate and long-term benefits to ensure sustainable relationships.
  • Synthesise insights gathered through the PEO’s oversight role to provide high-level strategic advice to the Executive and Directors concerning organisational issues, influencing organisational decisions.
  • Have a broad knowledge of CSIRO’s capability, industry needs and government policy, understand the political, social and organisational environment, and align Business Unit and organisational objectives, as required.

Location: Canberra, Melbourne or Sydney preferred

Salary: Attractive salary package commensurate with skills and experience, plus up to 15.4% superannuation

To be considered you will need:

  1. Relevant degree in conjunction with demonstrated achievement in senior advisory and managerial roles, ideally with managerial qualifications.
  2. Demonstrated ability to proactively identify, build and develop cross-organisational strategic programs, build and develop key strategic relationships to support delivery of impact objectives and meet current and future goals aligned to CSIRO’s Corporate Plan.
  3. Demonstrated experience to build and maintain strong professional and collaborative working relationships across a wide range of disciplines at all levels of the organisation and externally, proactively seek and influence multiple key stakeholders, within a complex and ambiguous environment, to achieve a successful outcome.
  4. Demonstrated ability to deliver end-to-end programs of work with a focus on driving and supporting best-practice and efficient outcomes.
  5. Demonstrated experience in building a high performing team, providing coaching and development opportunities across the breadth and depth of a complex team that delivers high standards in service delivery as well as technical output, proven ability to hold a team accountable to specified results, as well as creating a culture that fosters innovative problem solving, continuous improvement and knowledge sharing.

This opportunity can be engaged at Manager or Executive Manager level, corresponding with skills and experience of the successful candidate.
