Position Title Organisational Development Advisor

Award Queensland Local Government Industry (Stream A) Award – State 2017 (as amended or replaced)

Agreement Southern Downs Regional Council Certified Agreement 2011-2014 (as amended or replaced)

Position Objective

Play a key role in the introduction and embedding of initiatives that drive cultural change and support the
development of dynamic, collaborative, customer focussed, high performing teams across the organisation.

Key Responsibilities

The key responsibilities may be modified from time to time to ensure the expected outcomes support the
Council’s operational and corporate plans.

All duties are to be conducted in an efficient, timely, professional and safe manner. The key responsibilities
include:


  • Work with key stakeholders to develop and drive the implementation of culture improvement initiatives.
  • Lead and coordinate the implementation of innovative workforce capability initiatives to support the
development of high performing and engaged teams across Council.
  • Develop reports and internal communications to engage and inform organisational development
stakeholders including the Executive Management Team, Senior Leadership Team and Council.
  • Build collaborative partnerships across the organisation, so as to maximise employee ownership of the
design and implementation of organisational development strategies.
  • Assist in developing and maintaining a contemporary and effective learning and development framework
for the organisation including implementing programs addressing skills, competencies, statutory
requirements and professional development.
  • Assist Supervisors in the identification of learning and development needs of their staff as well as the
identification of appropriate training opportunities.
  • Support the development of consistent leadership capability across the organisation through the
implementation of contemporary leadership advancement solutions.
  • Conduct organisational culture, climate and staff satisfaction surveys and facilitate the formulation of action
plans to address issues identified.
  • Implement and promote mental health and wellbeing communications and initiatives.

  • Undertake general administration tasks to support the effective operation of the Department.
  • Other duties as directed by the supervisor.

Training

  • On the job training will be provided to ensure that the position holder maintains a satisfactory knowledge
and skill base.
  • The position holder will be encouraged to attend workshops and seminars relevant to the position so as
to ensure ongoing professional development.

Work Health & Safety Responsibilities

  • Comply with the Work Health and Safety Act, Regulations, Codes of Practice and Council’s Workplace
Health and Safety Policies and Procedures.
  • Comply with instructions given by the relevant manager and/or supervisor in respect of the health and
safety of themselves and the health and safety of other persons.

Organisational Responsibilities

  • Comply with the requirements of Council policies and procedures as amended from time to time.
  • Ensure complete and accurate records are captured, created and maintained.
  • Deliver high quality customer service within the organisation and to the public.
  • Ensure the security and appropriate intended use of Council information at all times.

Extent of Authority

  • The supervisor monitors agreed work outcomes.
  • This role is free to act within legislative and policy guidelines, though advice on complex or unusual
matters is available from the supervisor.

Selection Criteria

Qualifications/ Licences – Mandatory

  • Possession of a current open “C” class licence (Car).
  • Relevant qualification of at least degree level.

Qualifications/ Licences – Desirable

  • Trainer and assessor qualification of at least Certificate IV level.

Key Selection Criteria - Essential

1. Demonstrated experience in leading the development and implementation of significant organisational
change initiatives resulting in successful outcomes for the organisation and staff.

2. Demonstrated experience in optimising the capabilities of staff across an organisation through the
implementation of learning and development frameworks.
