Purpose of the role:

As a Budget Officer, you will form part of a customer centric, multidisciplinary team and, by directly supporting the Budget Manager and Deputy CFO, you will provide excellent support to the wider DTA. You will be responsible for delivering high quality and effective financial support to the organisation and your contribution will go towards ensuring the financial integrity of DTA. This will involve effective collaboration with team members and stakeholders, as well as ensuring compliance with all aspects of Australian legislative and regulatory requirements.

The ideal candidate would be an experienced and organised Finance and/or Budget Officer with a demonstrated ability to assist with planning٫ evaluation٫ design and implementation of the DTA's budget. Whilst experience is desirable, more important is the ability to handle a dynamic role in a fast-paced environment. The successful candidate must be able to think on their feet and have proven problem-solving skills to meet the key deliverables of this role. You will also assist by supporting the DTA in managing internal budget allocation and maintenance of real time forecasting to allow for sound financial decisions. In addition to reporting, you will be preparing a variety of related documentation. You will thrive on using high level analytical skills to present financial data to varying cohorts.

Role specific tasks/responsibilities:

  • Support the Budget Manager by providing day-to-day management of DTA's internal budget and forecasting.
  • Provide accurate and timely budget advice to business areas to facilitate ongoing recruitment and procurement activities.
  • On an ongoing basis, conduct in-depth review of expenditure against forecast, providing analysis of variances and impact on outcomes.
  • Assist the Budget Manager to support DTA to finalise its internal and external budget in line with Australian legislative and regulatory requirements and DTA policies.
  • Deliver a variety of reports to senior executives and other Commonwealth entities including collecting relevant information and maintaining core data sets to meet a range of reporting requirements.
  • Liaise with the accounts payable, financial reporting and procurement teams to ensure good cross functional operations.
  • Provide maintenance and quality assurance of information contained in the Labour Hire Contract Master Data (Register) and in SharePoint.
  • Respond to tickets in the team's internal customer relationship management system, including contributing to improving processes and suggesting configuration updates where needed.
  • Produce all work to a high level of accuracy, requiring little or no revision before finalisation.
  • Assist with External Budget Management including:
  • Portfolio Budget Statements (PBS) development and submissions
  • Mid-Year Economic and Fiscal Outlook (MYEFO) development, coordination and submission
  • Portfolio Additional Estimates Statements (PAES) development, coordination and submission.
  • Complete monthly reporting with a strong focus on quality output and within required deadlines.
  • Provide Average staffing level (ASL) reporting and ASL budget input to human resources and externally.
  • Estimate memorandum management support and execution.
  • Australian Bureau of Statistics (ABS) Survey Submissions.
  • Quality input into and delivery of briefs and enquiries. For example, those needed for Senate Estimates, the Secretary, question time and the media.
  • Training and support of lower-level staff.
  • Consistently maximise opportunities to improve business processes.
Skills and experience:

  • Sound knowledge of the Commonwealth's budgetary practices and financial policies OR the ability to learn quickly due to relevant transferable experience in the public or private sector.
  • The ability to present budget and fiscal data in clear and comprehensive manner.
  • Excellent written and verbal communication skills to facilitate review and preparation of briefs for the executive team.
  • Ability to “think on your feet”, find creative solutions under high pressure.
  • Highly developed interpersonal and customer service skills to enable regular communication with a broad range of stakeholders, including senior executives, DTA staff and the Department of Finance.
  • Demonstrated experience working in a positive and flexible manner, including being adaptable to change.
  • Highly developed research and analysis skills.
  • Ability to work autonomously, reliable and a clear understanding of deadlines and the ability to meet as required.
  • Knowledge of Commonwealth portals such as the Central Budget Management System (CBMS).
  • Relevant tertiary qualifications; demonstrated substantial experience in the duties of the position; and/or working towards completing a relevant qualification.
  • Good practical experience with financial٫ accounting and/or statistical software.
  • Good knowledge of MS Excel including advanced tools and formulas٫ complex tables and charts.
  • Experience using forecasting and data analytics methods.
  • Excellent analytical and numeracy skills.
  • Accuracy and attention to detail.
  • Experience working within a responsive, multidisciplinary team.
Security Clearance level required: Baseline (or ability to obtain and maintain).
