Carers Victoria is the peak body for unpaid carers. We are passionate about leading change and action to improve the lives of carers by representing and supporting them. We provide education workshops, programs and events across the State, as well as services and advice for carers in the Western Metropolitan region of Melbourne.

After significant changes to the carer services sector in 2020, Carers Victoria has adapted the ways in which we work to support carers. We are searching for passionate individuals who wish to join a “movement” of people working to make carers’ lives better. We are a member-based organisation that aims to ensure caring is a joint responsibility of family, community and government.


The Senior Manager – Carer Services and Programs is responsible for leading and managing all direct services within the Carer Services stream. As the Senior Manager – Carer Services and Programs you will implement Carers Victoria’s strategic plan and oversee daily operational and practice. You will also be responsible for preparing and managing budgets whilst ensuring service delivery is of a high quality, responsive and meets contractual obligations.

The key aspects of this role include:

  • Lead and manage Carer Services stream including Carer Support, Operational Support, Counselling, Brokerage and Support Programs.
  • Provide strategic direction, collaboration, and guidance to the Carer Services stream.
  • Ensure services and supports are delivered within a quality framework, budget and meet all contractual obligations.
  • Budget development, managing the annual and monthly budgets based on funding and demand forecasts (operational and brokerage).
  • Undertake program and service reviews, and lead the identification, evaluation, prioritisation and implementation of continuous improvement initiatives.


You have a keen understanding of the needs of carers in the community, a commitment to their rights and entitlements and high level of skill in carer advocacy. In addition, you identify gaps and establish operational procedures, provide expert advice to other areas of the organisation and prioritise improvement activity. You have leadership skills and will be excited to represent Carers Victoria at external stakeholder meetings, working groups and consultations. To be successful in this role, you will have:

  • Relevant tertiary qualifications or equivalent work experience in social science, health, community development, education or a related discipline.
  • Substantial experience in a similar leadership role in the community sector.
  • Proven skills in successful design, delivery and evaluation of programs and services in a complex environment.
  • Relevant experience and capacity to provide leadership, management and development of staff including in developing high performance and resilience.
  • Proven ability to foster and maintain relationships with internal and external stakeholders and to relate to and work effectively with a diverse range of individuals and communities.
  • Sound financial management, budgeting, reporting, risk management and compliance skills with the proven ability to work independently.
