Job Description

This position is responsible for ensuring the implementation of occupational safety, health, environment (HSE) on the project site and that site activity and processes, personnel & equipment certifications are compliant with applicable rules and regulations set by the client or by the local legislations. The position may also provide guidance on security on project site.

Key Responsibilities:

  • Manage and coordinate all HSE matters related with project team members and contractors in ensuring that the Project complies within the project HSE requirements and local regulations, code and other policies/guidelines related to the project which are, but not limited to:
  • Prepare and verify HSE requirement as per client requirement and ensure this is captured in the BOP contractor systems.
  • Review, check and verify engineering deliverables related to HSE aspects.
  • Manage and control safety execution at the project site, monitor activities by contractor and verify the works and work procedure meet relevant HSE requirement and guideline.

  • Prepare (as required) and review project HSE deliverables such as: Project HSE Management Plan, prepare and review relevant project HSE procedures, Environmental Management Procedure, any other HSE related documents.
  • Ensure that the approved HSE management system is cascaded to the project team members (Fluence and contractors)
  • Carry out audit activities to ensure it practices on site complies with local, project and client HSE protocols and requirements.
  • Manage and aid in resolution of site issues related to HSES by collaborating with BOP contractor, and client counterpart (as necessary).
  • Be a key enabler of building and developing a strong culture of HSES awareness on project site workers.
  • Load HSE related CAPAs and Lessons learned into the safety portal
  • Assist Regional SQ manager with APAC RCA (assist as needed) and drive project CAPAs to a close
  • Develop and conduct training program and emergency response training to related staffs in the Projects.
  • Monitor and control HSE of Projects to ensure it is within time, budget and quality as plan.
  • Manage health, safety, environment, security & emergency for each phase of the Project, and achieve safe project completion.
  • Ensure compliance with the site’s Environment Protection Licenses and regulations with regard incoming wastes and outgoing recycled products
  • Ensure compliance with the site’s Environment Protection Licenses ongoing environmental monitoring requirements
  • Manage all incoming waste and outgoing product compliance

Key Requirements:

  • Bachelor Degree in OHS / Engineering (or equivalent).
  • At least fifteen (15) years’ experience of work energy, EPC or oil and gas industry.
  • Minimum 10 years’ experience of HSE management activities, five (5) project experiences as HSE related position i.e. Safety Officer, HSE Engineer, HSE Specialist or HSE manager.
  • Trainings and certificates:
  1. First aid with CPR (preferred)
  2. White Hat (required)
  3. OSH training (required)

  • Extensive knowledge on WHS and Environmental Australia legislations and relevant Australia national and state regulations.
  • Knowledge of sampling and testing procedures used in environmental analysis
  • Experience on review/check of engineering documents and management of EPC contractor
  • Proficient in Microsoft Office applications i.e, Word, Excel, PowerPoint and Project.
  • Good written and spoken communication skills in English and able to work with all levels of management and multinational staff.
  • Ability to work independently, prioritize works, problem solve and make decisions in a pressurized environment.
  • Self-starter, innovative thinker and has passion for safety.
