Position Summary:

The Case, Contact and Outbreak Management (CCOM) team works to prevent the spread of COVID-19 through immediate response work. It also contributes to longer term COVID-19 strategic development, policy guidance and project delivery in line with state and national directives.

The TREVI Product Owner, CCOM will provide essential input into two key streams of work for the COVID-19 Division.

This position will be responsible for representing CCOM in the implementation of TREVI, the new contact tracing system used to underpin the Victorian Government's response to COVID-19, and will ensure that key functional requirements and updates that are integral to the performance and usage of the system are implemented within a timely manner. This position will also include people management responsibilities, the delivery of expert public health advice, and both internal and external stakeholder management at the state and national level. Coordination of operational activities and the delivery of successful outcomes is a critical element of the role and requires exceptional attention to detail, critical evaluation, communication and negotiation skills.


  • Provide expert guidance and direction to the project team in relation to the CCOM operations and to perform the core tasks of a Product Owner in an agile project, these include:
  1. Deep understanding of the current operations of CCOM and its immediate priorities to be reflected in new system functionality
  2. Writing and approving product backlog items that accurately reflect CCOM business needs
  3. Attending and contributing to all normal agile ceremonies (i.e. prioritisation meetings, daily stand ups etc
  4. Oversight over the development teams to ensure timely delivery of functionality and to overcome any issues
  5. Effectively communicate with management and other staff members on the progress of the project and proactively raising risks and issues for prompt resolution
  6. Preparing and presenting detailed, comprehensive written and verbal reports, including policy and procedures in relation to communicable diseases.
  • Be the key point of contact for project team and business stakeholders to collaborate, answer queries and for initial engagement with the CCOM. Share progress and communication with the branch through showcases and regular updates.
  • Working alongside the Project Manager and Business Analyst (BA) throughout the life of the project and taking an active role in project delivery. This includes, but is not limited to:
  1. Confirming the scope of the project.
  2. Ensuring the high-level business requirements are within the project's defined scope and reflect business needs.
  3. Reviewing and approving user stories where appropriate.
  4. Prioritising business requirements in the project backlog.
  5. Collaborating with the project management team in answering queries from BTIM during their review of the high-level business requirements and the formulation of development estimates.
  6. Attending sprint planning, daily stand-ups, showcases and workshops with the BA and project team to ensure the branch is represented, requirements are captured, and deliverables are being met.
  • Oversee/complete testing activities throughout the life of the project. This will include:
  1. User Acceptance Testing (UAT) including identification and flagging of defects with relevant stakeholder teams for resolution.
  2. Attend triage meetings to prioritize issues identified in System Integration Testing.
  3. Confirm all high-level requirements have been delivered.
  4. Oversee end-to-end User UAT upon the completion of sprints.
  • Proactively instigate action to identify and actively manage emerging issues and areas of risk in relation to the implementation of new technical systems
  • Lead projects that review policies and operating practices to enhance service delivery.
  • Drive change at the organisational level.
  • Effectively manage and provide leadership to a team of employees by:
  1. leading and supporting individuals to achieve their potential while maximising their contribution to achieve their goals and outcomes.

  • Provide strategic advice, coordination and support in relation to complex cases, outbreaks and investigations including the writing of reports and their submission for publication.
  • Work as part of the leadership and management team of the section in the development and implementation of the business and operational plans for the section.
