  • STS: $168,470 - $229,121 per annum plus superannuation
  • Ongoing Full-Time vacancy within Commercial and Transaction Management
  • Located in Melbourne CBD (flexible/working from home arrangements)
About Investment and Technology
To provide investment strategy and deliver commercial and information technology services to drive high performance and improved commercial outcomes for the State.
About Commercial Transactions
The Commercial Transactions Division within Investment and Technology is responsible for development, negotiation and management of commercial contracts and services within the Department to drive high performance and improved commercial outcomes for the State.
About the opportunity
The Commercial and Financial Lead will be part of the Bus Services Recontracting Program Team which is responsible for bus services recontracting projects.Current projects:

  • To develop and deliver new regional bus services contracts to replace over 100 contracts that expire in the coming years. The project is expected to recontract some $2 billion of bus services.
  • To develop and deliver the recontracting of the Melbourne Bus Franchise covering approximately 30% of the metropolitan bus network. Total value of approx. $2 billion.
Key Accountabilities:
  • Assist with development of strategic procurement plans which address strategic objectives and key scoping decisions for the projects as well as the procurement approach.
  • Development of the commercial principles, framework and new contracts.
  • Assist with the development of cost and performance benchmarks including efficient operator comparators and conducting the ‘open book' process where appropriate.
  • Financial analysis in obtaining project budgets and execution approvals.
  • Offer evaluation and commercial negotiations with service providers.
  • Finalisation and contract execution.
  • Management of the transition to the new contracts.
To be successful, your knowledge, skills and personal qualities will include:

  • Experience providing commercial/ financial advice on complex issues, preferably in the bus services sector
  • Commercial structuring of a complex suite of project goals and objectives.
  • Ability to present complex commercial or financial information in an accessible way that is tailored and fit for purpose for different stakeholders.
  • A proactive approach with a drive to improve business outcomes.
  • Excellent interpersonal skills, with the ability to negotiate, influence and advocate outcomes and maintain senior stakeholder relationships.
  • Attention to detail particularly in the development of financial models and the preparation of commercial project transaction documentation.
