Full Job Description
The Department of Transport brings together all transport modes to design, plan, build and operate Victoria's transport system. Our job is to further integrate the transport network and improve the delivery of services to Victorians for simpler, quicker and safer journeys that connect people and places and support Victoria's prosperity and liveability.
We are now delivering a $340 million programme of work over two years, to make it easier for people and freight to get around on our roads. The Coronavirus pandemic has dramatically altered the way Melburnians move around the city with more people now expected to use cars to get around. This investment will enable the Department of Transport to keep Melburnians moving during this time, and maintain a sustainable and resilient transport network into the future

  • Annual Salary Range: $124,033 - $165,983 per annum plus superannuation
  • Tenure: Fixed Term until 30.6.22
  • Employment Type: Full Time (flexibility may be available)

About the Team
This role is based within the Transport Services team, who are responsible for delivering safe, reliable and accessible transport services to all Victorians.
About the Opportunity
The Manager, Operational Safety role is responsible for the development and implementation od safety strategies, driving transformational change and supporting the implementation and delivery of safety programs across Transport Services.

The Key elements of the role include:
  • Lead the development and implementation of safety strategies, frameworks and programs in accordance with Transport Services operational risk profile to support key and high-profile Departmental projects
  • Drive change and provide high-level specialist knowledge to support transformational projects
  • Partner and engage with all Transport Services divisions and stakeholders to lead targeted evidence-based risk management solutions
  • Lead the implementation of consistent, effective and robust solutions that will assist to continually improve performance, achieve business objectives and deliver internal reform and change.
  • Lead Incident Cause Analysis Method (ICAM) investigations for high risk incidents

About You

  • Demonstrated high level of analytical and project management skills that can be applied in the context of high-risk construction activities and to the delivery of high-profile transport projects and programs.
  • Strong leadership expertise with a focus to ensure that occupational health & safety standards and programs are developed, implemented and delivered across multi-discipline teams in line with key measures, timing and reporting to show trends, benefits and meet stakeholder expectations.
  • Highly developed relationship management expertise to form credible and effective relationships and networks with internal and external key stakeholders, representing the division's interests and the ability to influence decision-making that results in improved outcomes.
  • Demonstrated ability to interpret and apply the provisions of health and safety legislation, policies and standards as they relate to the workplace, including contractors, with an excellent working knowledge of Victorian OHS legislation and its application to ensure effective compliance and assurance in a large and complex organisation.
  • Significant experience in driving cultural and behavioural change in a complex organisation to influence both the organisation and the wider industry to achieve a safe, high-performing and collaborative culture that is focused on customer outcomes and continuous improvement.
  • Demonstrated achievement in developing and delivering learning and development programs and resources to build organisational capability in operational safety, including the ability to produce high quality material and ability to communicate clearly to a wide range of audiences in a variety of styles.
