The Role
Reporting to the Director, Finance and Corporate Services, an exciting opportunity exists for a Business Assurance Manager to join the team at MRPV. You will be responsible for providing leadership, support and oversight to Major Road Project Victoria's internal and financial audit and assurance functions. This role is to lead the development and implementation of an MRPV Assurance Program, together with being the prime liaison point with respect to overseeing broader Government and Departmental Audit and Assurance Programs as they relate to MRPV.

Key Accountabilities

  • Establish and undertake the implementation of MRPV's Assurance program through the provision of specialist knowledge, skills, guidance, and analysis, with a focus on compliance, training, and data analytics.
  • Manage the development and implementation of policy, project, and business process reviews across MRPV, ensuring that integrity and compliance standards are met, and the business is well prepared for external audits/reviews, commensurate with legislative and internal governance requirements.
  • Oversee the co-ordination of MTIA and the broader Government's assurance activities to MRPV, including internal Audit Program Certification Processes, the Integrity Program & Reporting
  • Act as the primary audit and assurance program liaison for MRPV, including actively participating in relevant Communities of Practice across MTIA
  • Identify and implement quality assurance measures, including utilisation of sound statistical approaches to measure and define emerging trends to direct MRPV's audit focus whilst ensuring audit issues and reporting requirements are addressed in a timely manner.
  • Build, maintain and influence effective working relationships, actively gaining co-operation and working collaboratively with a broad range of stakeholders, including Risk and Quality functions at MRPV
  • Provide timely, accurate and succinct documentation to a professional standard for Executive and Senior Management forums, including reporting, strategic frameworks, and plans, briefing, and initiative documentation.
  • Lead the strategic approach to internal audit processes, ensuring a risk-based audit schedule across all functional areas of MRPV is established and maintained, where all areas of the business are held accountable and audited regularly.
  • Act as the senior-most member of the Assurance and Compliance team, provide strategic, tactical and governance support to a small team, including leading, inspiring, and increasing the capability of the team member/s within the Assurance and Compliance discipline.
This is a fixed term position for 3 years.

To be successful in the role you will have:
  • Proven experience in a leadership role executing complex and sensitive audit, compliance, and integrity matters
  • Experience working collaboratively within multidisciplinary teams, delivering quality work within established timeframes.
  • Highly developed written and verbal communication skills, with an ability to confidently communicate, negotiate & influence a diverse group of stakeholders
  • Be able to work to a high level of delegated authority and to confidently make accurate decisions that may impact on the operations of the organisation
  • Be highly organised, be able to prioritise and schedule competing priorities to achieve deadlines, whilst working in the delivery of a fast-paced environment.
  • Possess a high level of integrity, managing confidential information within an appropriate manner in accordance with the VPS Code of Conduct and Public Sector values.
  • Experience preparing a wide range of comprehensive reports on audit and compliance issues, used by senior management in decision-making processes
  • Hold a Tertiary qualification in Commerce or related discipline
