About us
Procurement Services is part of Corporate Governance and Support within the department, and has responsibility to oversee the procurement process and assist departmental staff in managing grants.
The Corrections and Justice Services Procurement unit is a centralised procurement team within Procurement Services that is responsible for the management of end-to-end procurement and grant activity, including contract management and purchasing, on behalf of Corrections Victoria (“CV”).
The Corrections and Justice Services Procurement unit delivers procurement and grants ensuring compliance with departmental policies and processes, reducing procurement risk and achieving value for money outcomes for the department.
About the role
The Specialist Procurement Officer manages a range of procurement and grant activities and negotiates to deliver value for money outcomes consistent with departmental and government requirements.
The Specialist Procurement Officer will also assist with guiding professional development within the branch and CV, as well as developing and managing effective internal and external relationships with senior departmental staff, third party suppliers and other stakeholders.

Your key accountability will include:
  • Manage the development of sourcing plans
  • Lead and manage complex end-to-end procurement and grant activities
  • Negotiate to deliver value for money outcomes
  • Prepare high quality briefings and correspondence, detailed reports and submissions
  • Establish and maintain effective internal and external relationships
  • Support the procurement category approach to support the development of category plans and the delivery of the category work program
  • Manage relationships with key category suppliers
  • Lead supplier development activities.
About you

As our successful candidate, you will have/be:
  • demonstrated experience in achieving successful commercial outcomes by managing end-to-end procurement activities including the sourcing and management of complex goods and/or services contracts within the public or private sector
  • demonstrated experience with the management of spend categories similar to the allocated category including a knowledge of the category dynamics, category risks and leading practices
  • demonstrated experience in planning and executing high value or complex commercial negotiations using a variety of techniques to deliver optimal commercial and contractual outcomes that realise sustainable value for both the buyer and the supplier organisations
  • ability to plan and manage the handover of the contract to the relevant business area including identify benefits realisation
  • relevant tertiary qualifications, preferably encompassing procurement, supply chain, commerce or business administration (highly desirable)
  • exceptional commercial skills and commercial acumen
  • excellent written and verbal communication skills
  • outstanding stakeholder management skills
  • a problem solver with the ability to plan and organise
  • a team player with empathy and cultural awareness
