Victoria State Emergency Service (VICSES) is a volunteer-based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.

As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), Parks Victoria and the Department of Environment, Land, Water and Planning (DELWP) during major bushfire and emergency incidents.

This position will work as part of a team to liaise with a wide variety of stakeholders, including volunteers and the community. Enhance community resilience through the development and delivery of community engagement programs, communication of warnings and information and in the development of emergency plans for floods, storms, earthquakes and landslides.

The position being offered is a VPS 4.1, Full Time, Ongoing position. VICSES are anticipating a reorganisation which could impact and change this position.


Support VICSES to achieve its strategic direction in the delivery of consistent, high quality communication engagement and awareness programs. Through the coordination and development of resources for community engagement programs, maintaining accurate records of project activities and evaluating the effectiveness of engagement and community resilience initiatives, to enable VICSES to maintain current best practice. Support VICSES Units with recruitment and retention by engaging with key local community stakeholders and undertake community profiling.

Enhance VICSES' ability to improve community resilience by coordinating the successful design and implementation of community engagement programs. This includes community engagement strategies to enhance community resilience in relation to floods, storms, earthquakes and landslides in accordance with the Community Engagement Strategy.

Further community resilience by working with the community and key stakeholders to contribute to the development of emergency plans and community information for floods, storms, earthquakes and landslides.

Build the capability of VICSES volunteers to deliver community engagement programs by providing training and assessment in Community Engagement. Providing guidance and support to volunteers engaged in community engagement programs and activities as set out in the Region Business Plan.
