The Fire District Review Panel (the Panel) is a new public entity whose role is to provide independent and informed advice to the Minister for Police and Emergency Services on whether it is necessary or desirable for the Fire Rescue Victoria (FRV) fire district to be changed due to a change in fire risk. Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice & Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

Senior Technical Officer (Fire District Review Panel)

The Senior Technical Officer will undertake detailed research and technical analysis to develop a fire risk assessment methodology and assist with its application in order to conduct risk-based assessments that can inform the Panel's recommendations, including the methodology's ongoing refinement.

Key accountabilities include:

  • Develop, maintain and refine a repeatable fire risk assessment methodology and related tools for conducting evidence-based assessments of changes to fire risk in relation to the FRV fire district;
  • Conduct assessments of changes to fire risk and provide comprehensive, evidence-based advice to the Panel on changes to fire risk and related aspects that the Panel considers necessary;
  • Collaborate with stakeholders in order to develop approaches, collect data, conduct analysis and prepare reports;
  • Prepare reports and other documentation in relation to the analysis of fire risk for a wide variety of audiences including the Panel, fire agencies, stakeholders, the Minister and departmental executives.

To be successful you will have:

  • Demonstrated experience in developing complex and evidence-based risk assessment methodologies in emergency management, the natural or built environment or other relevant area;
  • Demonstrated high-level research, analysis and communication skills;
  • Expertise in ArcGIS, SQL, Python, spatial analysis and database management;
  • Experience in the use of recognised statistical and analytical applications such as R, Microsoft Power BI and/or Tableau (desirable);
  • Knowledge and understanding of fire service incident reporting systems and data (desirable).
