JOB DESCRIPTION

The Development Manager (DM) will manage the establishment and execution of Residential aspects of the project under the direction of the senior development staff. The DM must own, understand and be responsible for the commercial outcomes of the project as it relates to the DM’s role.

Key roles and responsibilities for the DM include the following under the direction senior development leaders:

Work to establish and implement the project business plan
Work to formulate and finalize the Final Development Brief (DB) for the project, and if required, for each stage, in line with the project business plan
Facilitate the attainment of master plan approvals. The DM will maintain or obtain amendments as required throughout the project
Maintain focus throughout project development and execution on the financial parameters of the project (both quantum and quality of returns) to ensure targets are achieved or exceeded
Continue to monitor the project through to completion
Manage consultant appointments, design development, design, costing, programming, staging, approvals and delivery of the infrastructure, and remediation aspects of the project
Manage the works within the scope contemplated within the Master Plan, Commercial Assessment and budget
Manage administration, governance management and reporting, specifically in regard to the PDA
Negotiate and finalize agreements with respect to headworks charges or works
Essential Job Functions, Duties and Responsibilities

Product Definition

Develop the Project Business Plan and Final Development Brief
Finalize the Product Control Document, if required.
Assist in selecting, briefing and engagement of the balance of the design consultants
Manage the design development process via regularly scheduled coordination meetings and design workshops
Assist the project marketing and other stakeholders in concept proposition development and testing (including the place proposition)
Manage the development process in accordance with the COMPASS Operating Processes
Manage and/or assist in the securing of commercial office tenants and investors

Financial Management

Take ownership of the commercial implications of all relevant aspects of the project
Responsible for managing and achieving the cost plan, including preparation of forecasts and progress reports and identifying opportunities for value engineering and cost saving
Responsible for managing and achieving all cost budgets, including maintenance of a cost control system
Approve invoices and orders within prescribed limits of authority and liaise with the Commercial Manager regarding accounts payable and reporting issues
Prepare inputs for the Commercial Assessment (model managed by Commercial Manager)
Approval of purchase orders for final signoff by the Project Director where required

Approvals

Liaison with the local authority (officers and councillors) and State Government departments
Review, submit, negotiate and obtain approvals for all necessary approvals including where relevant planning applications, contractual approvals and other required approvals
Successfully manage all authority approvals in accordance with program timelines
Manage project coordination meetings with stakeholders

Safety

Implement and support commitment to Lendlease GMRs and Incident and Injury Free (IIF) policy and vision
Promote IIF culture and practices with all stakeholders
Encourage IIF behaviors with the design, development and construction teams
Responsible for the incorporation and ongoing commitment to Lendlease Global Minimum Requirements (GMR’s) and IIF requirements for the project
Manage and lead ROAD process in relation to the project
Take part in regular safety inspections and safety audits
Manage auditor sign offs

Construction Interface & Management

Obtain a Budget Price and proposed methodology from the Contractor for the Infrastructure and Public Domain (IPD).
Work with the cost planner throughout the feasibility product creation phase

Title Creation

Select, brief and engage the title consultants
Oversee the title creation process including engagement of title consultants, coordination meetings, application processes and authority liaison

Planning Entitlements

Be highly conversant with local planning processes in general and particularly the relevant planning schemes
Prepare and lodge the master plan and precinct Development Plan and engage in meetings and correspondence thereafter to support the application
Establish controls that track detailed requirements for various approvals, e.g. a DA Conditions Tracking Register

Communications, Marketing and Community Consultation

Commercial:

Be conversant with the key indicators in the local market (supply, vacancy, rental outlook, etc.) and keep abreast of upcoming tenant requirements
Be conversant with competitors’ products. This entails visiting competing projects on a regular basis and monitoring various forms of media (web sites, press and marketing collateral)
Be conversant with the marketing strategy, branding and positioning of the overall project and branding
Promote the relationship between brand image and product design attributes
Inform project marketing of product and design changes that may be material to the representation of the product

Residential:

Be conversant with and able to interrogate the market research (target market drivers and demographics, competitor analysis etc.) as compiled by project marketing
Be conversant with competitors’ products. This entails visiting competing projects on a regular basis and monitoring various forms of media (web sites, press and marketing collateral).
Be conversant with the marketing strategy, branding and positioning of the overall project and branding
Promote the relationship between brand image and product design attributes
Inform project marketing of product and design changes that may be material to the representation of the product

General Development, Commercial and Administration Management

Prepare and maintain a Development Program
Prepare and maintain the inputs for the Commercial Assessment
Liaise with the Finance Manager regarding accounts payable and reporting issues
Approve invoices and orders within prescribed limits of authority
Prepare and present reports for Project Control Groups, Project Review Group, Joint Venture meetings, Quarterly Project Reviews and the like
Maintain controls in a timely manner so as to be able to report with clarity on the status of costs, revenues, sales and construction progress
Track and ensure the return of bonds lodged with Authorities. Report status of bonds to the Finance Manager
Undertake other duties as required to facilitate in the delivery of the project

People

Allocate resources to new developments projects, taking into account skills and experience required and maximizing potential, ensuring the right people are in the right jobs
Foster a creative, questioning but disciplined environment with a value add culture
Where relevant, development of direct reports, including undertaking performance reviews, goal setting and individual development plans
Input into the development of indirect reports including collaboration on performance reviews, goal setting and development management
General Background and Minimum Requirements
Bachelor degree in a property related field - Property, Valuation, Real Estate, Engineering, Architecture, Construction Management, Economics, Business or similar
Minimum 5 years development management experience in high density inner urban residential and/or mixed-use development
Project and Design Management experience is essential
