There has never been a more important time to make sure that communities devastated by drought, bushfires, COVID-19 and now floods are getting the help they need to rebuild and recover.

Resilience NSW is a new Executive Agency in the Premier and Cabinet cluster, established in May 2020, to transform the whole of government approach to disaster management in NSW. Resilience NSW leads and coordinates disaster prevention, management and recovery – learning from experience to drive strategies and investment to reduce risk, build resilience of NSW communities, and give confidence to our communities to live, work and invest in NSW.

Resilience NSW keeps people and communities at the heart of everything it does. By leading a whole of government approach to disaster recovery and resilience, they ensure that people are cared for, acknowledged and empowered – so that all NSW communities are better prepared for and supported on their journey of recovery from any crisis or disaster event.

Reporting to the Commissioner and as part of the newly appointed executive leadership team, the Executive Director, Finance and Investment Delivery, offers the unique opportunity for you to be part of shaping this critical agency.

The Executive Director, Finance and Investment Delivery will provide strategic leadership and direction for the financial, procurement and information technology operations for Resilience NSW, as well as overseeing the delivery of disaster expenditure in NSW. The Executive Director will provide expert evidence-based advice to the ResNSW Leadership Team in relation to financial matters.

Key accountabilities will include:

  • Lead and oversee the provision of strategic, operational and integrated financial, procurement and ICT advice and decision support for the Commissioner and Executive Leadership Team.
  • Lead delivery of detailed and robust budget and forecasting information for the Agency for inclusion in the Government’s yearly budget reporting process.
  • Oversee ResNSW’s fraud and financial control methodology and probity and governance strategies to identify and mitigate financial risks, maintain appropriate financial governance processes and ensure compliance with public sector financial policy and legislative requirements. Present to the Audit and Risk Committee on these programs and controls.
  • Provide the vision, leadership and governance of the ICT strategy and architecture for the Agency, ensuring alignment with the NSW Government ICT Strategy and industry best practice to ensure fully integrated, efficient and cost-effective services are implemented to achieve corporate goals.
  • Lead and maintain effective relationships with NSW Treasury and CFOs and CIOs across Clusters and agencies to enable high level collaboration on financial reforms, initiatives and budgets and to secure funding to achieve and sustain financial viability.
  • Lead and manage strategic relationships with shared service providers for Corporate functions, monitoring service delivery ensuring services meet the changing and evolving requirements of the Agency and deliver financial benefits and improved levels of service and quality.
  • Oversee and manage the NSW Disaster Relief Account and the Government’s disaster expenditure arrangements, policy, governance and investments to mitigate risk and improve community resilience to disasters of all kinds.
  • Oversee and provide strategic leadership on projects and programs, including transformation, reform initiatives and lessons learned to meet strategic and operational objectives of ResNSW. Act as a senior point of escalation and strategic review for evaluation and reporting on these projects and programs, ensuring Agency-wide and whole-of-government integration.

Key knowledge and experience

Candidates will need to demonstrate proven experience and a track record in financial performance management and improvement at a senior executive level, ideally complemented by an understanding of financial management in government. Excellent communication skills and the ability to deliver outcomes while working in a dynamic environment will be essential.

Tertiary qualifications in finance, accounting or demonstrated equivalent industry/professional experience at an executive level will be required, along with membership of an Australian Professional Accounting Association, with demonstrated commitment to ongoing professional development.

The Executive Director, Finance and Investment Delivery will need to maintain constructive relationships and optimise outcomes within a diverse, complex and highly sensitive context, which includes multiple partners and stakeholders at cluster, portfolio, state, national and local levels, each representing the interests of their own constituents. Building strong working relationships across the leadership team in a newly established agency with a broad remit will also be a priority.
