About us

The Emergency Management Sector Performance and Reform unit will lead strategic reform implementation programs including a robust Program Management Office within EMV to drive reform and performance.

The unit works with Victoria's emergency services organisations, government agencies and key stakeholders to coordinate and deliver the government's reform agenda, including Fire Services Reform. Key functions of the branch will include working with partner agencies to coordinate work programs across relevant reform initiatives to ensure effective implementation, and where required, delivering, or facilitating and contributing to the delivery of, defined work packages and products.

The unit is responsible for the oversight and monitoring of investment, governance, assurance, performance and reporting of EMVs emergency services entities. The unit is also responsible for ensuring the delivery of centralised corporate functions, including budget management, procurement, human resources and risk and business continuity planning. Key functional responsibilities also include national and state grants management, state budget coordination and legislated reporting and assurance activities.

The role of the Project Management Office is to oversee key programs of work for EMV and to provide high quality, end-to-end project management and administrative support across a broad range of initiatives, ensuring a coordinated, strategic and timely approach to project delivery. To support this, the PMO will lead key tasks including project planning and initiation, performance and project reporting, risk management, resource and funding allocation, recruitment, and shared procurement activities.

About the role

Reporting to the Executive Director Sector Performance and Reform, the role of Director, Reform Program Implementation Office is primarily responsible for the leadership and strategic direction of the PMO team. The Director will lead the development and delivery of processes and programs supporting implementation of the government's Reform vision.

About you

To be successful you will have:

  • Highly developed relationship building and stakeholder management skills with a track record in building successful partnerships to achieve business objectives.
  • Extensive experience advising and working to Ministerial / Cabinet level.
  • Highly developed leadership skills with sound experience communicating vision and setting clear strategic direction within complex and challenging environments.
  • Significant experience in working collaboratively with a wide range of senior stakeholders, including those who hold independent statutory positions.
  • Outstanding communication and negotiation skills with the ability to facilitate collaboration and achieve desired outcomes in a complex and sensitive environment.
  • Expert knowledge of Victoria's emergency management arrangements.

Post-graduate qualifications in a relevant discipline is highly desirable.
