There has never been a more important time to make sure that communities devastated by drought, bushfires, floods and now COVID-19 are getting the help they need to rebuild and recover.

Resilience NSW is a new Executive Agency in the Premier and Cabinet cluster, established in May 2020, to transform the whole of government approach to disaster management in NSW. Resilience NSW leads and coordinates disaster prevention, management and recovery – learning from experience to drive strategies and investment to reduce risk, build resilience of NSW communities, and give confidence to our communities to live, work and invest in NSW.

Resilience NSW keeps people and communities at the heart of everything it does. By leading a whole of government approach to disaster recovery and resilience, they ensure that people are cared for, acknowledged and empowered – so that all NSW communities are better prepared for and supported on their journey of recovery from any crisis or disaster event.

Reporting to the newly appointed Executive Director, Operational Management and Partnerships, this role offers the unique opportunity for you to be part of shaping this critical agency.

The Director, Learning and Capability, will lead and actively manage the state-wide coordination, development, delivery and evaluation of targeted and evidence-based emergency management training programs, ensuring lessons learnt and reforms are embedded in practice, and develop and maintain ongoing working relationships with training providers and government and non-government participants.

Key accountabilities are:

  • Develop, coordinate delivery of and assess state-wide emergency management training and exercises to build capability across ResNSW.
  • Lead internal after-action reviews to assess outcomes against expectations and make evidence based recommendations to ensure continuous improvement and to promote transparency.
  • Establish and maintain strategic relationships to source industry best practice solutions to meet ResNSW training needs and bridge gaps.
  • Contribute to the development, and oversee the operational delivery, of strategic and business plans, to ensure alignment between the division and ResNSW strategic objectives.
  • Optimise operational performance, with appropriate controls and processes, across the division to ensure ResNSW’s critical priorities are met.
  • Embed a culture of collaboration, agility and accountability to encourage proactive information flow and knowledge sharing across ResNSW.
  • Partner across divisions to drive ResNSW transformation and build agenda to ensure benefits are realised and risks are mitigated.
  • Lead, coach and support staff, fostering ongoing professional development and monitoring performance to ensure staff have the capability to achieve their work objectives in alignment with ResNSW values.

Key challenges will include:

Driving continuous improvement in the development and delivery of training to meet changing needs of stakeholders and effectively build community resilience

Balancing a complex workload of day to day obligations as well as strategic long term projects with the competing interests and priorities of multiple stakeholders.

Anticipating and responding to challenges which may impede effective delivery against strategic objectives, including identifying mechanisms to mitigate these risks.

Candidates will need to demonstrate proven experience and track record in coordination, development, delivery and evaluation of emergency management training. Advanced communication skills and the ability to deliver outcomes while working in a dynamic environment will be essential, along with demonstrated success in developing high performing, collaborative and engaged teams. Tertiary qualifications in Learning and Development or demonstrated equivalent industry/professional experience will also be required.

The Director, Learning and Capability will need to maintain constructive relationships and optimise outcomes within a diverse, complex and highly sensitive context, which includes multiple partners and stakeholders at cluster, portfolio, state, national and local levels, each representing the interests of their own constituents. Building strong working relationships across the leadership team in a newly established agency with a broad remit will also be a priority.
