There has never been a more important time to make sure that communities devastated by drought, bushfires, floods and now COVID-19 are getting the help they need to rebuild and recover.

Resilience NSW is a new Executive Agency in the Premier and Cabinet cluster, established in May 2020, to transform the whole of government approach to disaster management in NSW. Resilience NSW leads and coordinates disaster prevention, management and recovery – learning from experience to drive strategies and investment to reduce risk, build resilience of NSW communities, and give confidence to our communities to live, work and invest in NSW.

Resilience NSW keeps people and communities at the heart of everything it does. By leading a whole of government approach to disaster recovery and resilience, they ensure that people are cared for, acknowledged and empowered – so that all NSW communities are better prepared for and supported on their journey of recovery from any crisis or disaster event.

Reporting to the newly appointed Executive Director, People, Performance and Governance, this role offers the unique opportunity for you to be part of shaping this critical agency.

The Director, Governance will lead ResNSW’s governance, audit, legal and risk management functions, including the development of strategies, policies and procedures, as well as acting as the Chief Audit Executive and Chief Risk Officer, and supporting the functions of the independent Audit and Risk Committee.

Key accountabilities are:

  • Manage corporate governance policies and procedures, including the Code of Conduct framework, delegations, the gifts and benefits register, external complaints, business continuity, and conflicts of interest ensuring compliance with ResNSW policy, framework and guidelines.
  • Oversee the internal audit program, including supporting the Audit & Risk Committee and secretarial activities, and coordinate the external audit response to management and mitigate risk.
  • Lead the development and implementation of the ResNSW risk and compliance framework, including strategy, developing and maintaining internal controls, legislative compliance, and progress reporting.
  • Manage the legal function for ResNSW including the provision of timely, expert and professional legal advice to support decision making.
  • Contribute to the development, and oversee the operational delivery, of strategic and business plans, to ensure alignment between the division and ResNSW strategic objectives.
  • Optimise operational performance, with appropriate controls and processes, across the division to ensure ResNSW’s critical priorities are met.
  • Embed a culture of collaboration, agility and accountability to encourage proactive information flow and knowledge sharing across ResNSW.
  • Partner across divisions to drive ResNSW transformation and build agenda to ensure benefits are realised and risks are mitigated.
  • Lead and coach staff to ensure they have the knowledge, skills and support to achieve agency objectives and drive a culture of high performance, best practice and continuous improvement.

Key challenges will include:

  • Build and establish a fit for purpose governance framework to meet day to day operational compliance and regulatory demands, given ResNSW is a relatively new agency.
  • Balancing a complex workload of day to day obligations as well as strategic long term projects with the competing interests and priorities of multiple stakeholders.
  • Anticipating and responding to challenges which may impede effective delivery against strategic objectives, including identifying mechanisms to mitigate these risks.

Key knowledge and experience

Candidates will need to demonstrate proven experience and a track record in governance, risk and compliance, audit and legal matters. Advanced communication skills and the ability to deliver outcomes while working in a dynamic environment will also be essential, along with demonstrated success in developing high performing, collaborative and engaged teams. Tertiary qualifications in Management, Legal, Governance or demonstrated equivalent industry/professional experience will also be required.

The Director, Governance will need to maintain constructive relationships and optimise outcomes within a diverse, complex and highly sensitive context, which includes multiple partners and stakeholders at cluster, portfolio, state, national and local levels, each representing the interests of their own constituents. Building strong working relationships across the leadership team in a newly established agency with a broad remit will also be a priority.

Location

The Resilience NSW head office is currently based in Haymarket. There may be an opportunity for candidates to be based outside the Sydney region – with the expectation of attending the Resilience NSW Head Office on a regular basis.
