The purpose of the position is to lead, manage and direct Portfolio Projects, comprising various project teams. The Director leads and supports the successful delivery of portfolio activities through effective facilitation, engagement, tracking and reporting in alignment with best practice frameworks and methodologies.

The aim of this role is to:

  • Through leadership, ensure the project teams deliver on business requirements to ensure legislative compliance and best practice operational delivery.
  • Support and monitor project progress and performance to ensure initiatives remain on track to deliver planned outcomes and support business benefit expectations.
  • Support and monitor the successful delivery of customer-based design, user experience testing and behavioural economics business processes which contribute to opportunities to increase efficiency and/or reduce cost to serve across all business units.
  • Drive, deliver and manage core PMO capabilities including:
    • Program/project governance, planning, execution, delivery and benefits realisation.
    • Identification and mitigation of key project and portfolio risks and issues.
    • Program/project change management and communications in consultation with relevant business units.
    • Procurement of project resources, consultants, services and equipment, ensuring the PMO has ongoing capability and capacity to meet current and emerging business needs.
    • Budgets and financial management, ensuring alignment of project activities and resources with approved budgets.
    • Assessment and advice about investment proposals with reference their alignment to QBCC priorities.
    • Develop and maintain management and operational frameworks, policies, standards, procedures and processes to operationalise portfolio projects, as well as familiarity with staff members' conditions of employment and the Enterprise Agreement.
    • Provide expert advice to the Executive Director – Portfolio Delivery and Chief Strategy and Transformation Officer on issues and risks related to the project as well as providing recommendations for continuous improvement activities to enhance project management and delivery approaches.
    • Develop and maintain ongoing constructive relationships with internal and external stakeholders. Be an active and visible leader to all customers and stakeholders, ensuring relevant stakeholders have full visibility and transparency over portfolio project activities.
    • Manage and influence relationships and interfaces with multiple streams by acting as a liaison with Senior Leadership champions. Advise on the implications of the organisation's plans and actions. Make recommendations on factors that may impact change adoption and sustainability of the QBCC's aims, and keep the organisation and its customers informed of relevant developments.
    • Support the QBCC Portfolio Governance Committee by providing accurate, complete reporting and review project mandates and briefs.
    • Support the Commissioner and Board in determining relevant strategies and policies. This will include researching and preparing policy papers and reports for the Board and its committees.
    • Lead and direct the effective use and management of the work unit's human and financial resources to delivery services in an efficient and commercially sustainable manner.
Candidate attributes
  • Demonstrated background in policy and legislation and proven success driving, coordinating and implementing operational programs. Proven capability in the application and understanding of statutory interpretation and translation of laws and converting into business and operational context. Experience in the delivery of complex transformational projects using a collaborative, transparent and contemporary approach.
  • Builds and maintains productive relationships with internal and external stakeholders and communicates in a way that is appropriate for the situation, and that promotes trust, respect and integrity. Models open communication through actively and attentively listening to others and understands different and competing views. Manages conflict and negotiates outcomes without compromising relationships and manages challenging stakeholders with diplomacy and tact. Is future orientated in analysis, thought and action. Has the ability to consult, negotiate and influence a broad cross-section of stakeholders to achieve outcomes.
  • Superior experience and capabilities in financial and budget management, program/project governance, portfolio prioritisation, project delivery, business readiness, benefits realisation, communication and change management.
  • Motivates individuals and creates a culture where people want to ‘go the extra mile'. Focuses strongly on the achievement of results, and places the same expectation on others. Gives people the balance of autonomy and support they need to achieve outcomes. Builds a cohesive and supportive team environment.
