Position summary

Downer is currently seeking a Bid Manager for their SFP joint venture for the Melbourne Water contract. Based in West Melbourne, this role will report directly to the Services Manager and within the broader Water leadership team, is primarily accountable for the management of the front-end commercial activities.

Key accountabilities will include:

  • Leading the team of estimator to develop the target cost estimates.
  • Taking charge of all tender activities from Project notice to Project award and handover to the delivery team.
  • Collaborate with the delivery team to develop the target cost estimate, methodology and solutions.
  • Review of tender documentation and proposed Contract Documents
  • Develop Strategies for opportunities to ensure consistent workflow
  • Communicate identified issues/risks with Tender Team and relevant stakeholders
  • Internal governance reviews
  • Participate in review/sign-off from submission of tenders
  • Lead negotiations with Clients
  • Negotiate long term service agreements for key external relationships/stakeholders
  • Initiate and draft confidentiality agreements/deeds with the support of Commercial and Legal Team.
  • Lead and develop an effective and productive team
  • Tracking/ Reporting on our opportunities within agreed stakeholder parameters of Zero harm, cost, time and quality that meet the business objectives
  • Develop the library of estimate and lead the life cycle benefits over the course of the program
To succeed in this role, you will need to demonstrate the following:
  • Degree in Civil and or Mechanical Engineering or Industrial Trade qualifications
  • Project Management (Registered CPPM)
  • Competent in Microsoft Office, Microsoft Project, Expert Estimator; and Candy
  • Extensive relevant industry experience. Knowledge of Water Distribution Networks and pressure regulation facilities preferred.
  • Pre-contracts experience on contracts of varying size within a large organisation working under a robust governance structure
  • Substantial experience in design and or planning in utility industry
  • Strong Project Management, Estimating, financial analysis and commercial and risk management skills
  • Proven ability in construction industry and knowledge of plan interpretation for construction projects;
  • Scheduling, estimating and technical report writing skills
  • Demonstrated commitment to and knowledge of Quality Management principals, Risk management systems, Occupational Health and Safety and Environmental Legislation
  • Engineering surveying practices, budgeting, cost management and financial progress monitoring and reporting.
