An opportunity has become available for a Chief Financial Officer at Forbes Shire Council. Reporting directly to the Director Corporate Services, this position is a senior position in Council's structure that leads the finance team.

The Chief Financial Officer (CFO) is responsible for the overall management of Council’s financial services functions including financial planning, reporting and the operation of financial systems to ensure the efficient delivery of financial services as well as meet statutory requirements.

This position forms an integral part of Forbes Shire Council. Reporting to the Director Corporate Services, the position has oversight of the fiscal responsibility for finance and will be the lead contributor to the collaborative development of financial strategies to ensure that Council is financially sustainable and able to meet its obligations to the community and other stakeholders.

The CFO is the key driver of standards of excellence in financial management practices, both within the finance team and across the organisation.


  • Some out of hours work is required for this position i.e. Council meetings and Council Committee meetings;
  • A police clearance is required to be maintained with this position and held current every three (3) years;
  • Must be CPA or CA Accredited;
  • A vehicle leaseback opportunity will be available with this position which includes full private use under Council’s Vehicle Leaseback Policy.

To be successful in this position, the candidate will possess the following qualifications, skills and experience:


  • Degree level or higher in Accounting or Business providing eligibility for professional membership of the Australian Society of Certified Practicing Accountants (CPA) or other relevant professional association;
  • Formal qualifications in management or leadership;
  • Class C (Standard) Drivers Licence.


  • Extensive experience in financial management and control, payroll and tax accounting (FBT, GST and payroll tax);
  • Experience in Local Government (or similar working environment), strategic planning and business planning;
  • Demonstrated ability to negotiate and gain cooperation from customers and staff;
  • Demonstrated willingness to work collaboratively and constructively as a member of a team;
  • Demonstrated commitment to the organisation, its values and vision;
  • Demonstrated experience in the development of a Long Term Financial Plan;

Forbes Shire Council's selection process stages are outlined below: 

  1. Short-listing. The selection panel (usually 3 members) will assess all applications against the selection criteria contained in the position description. The panel will then decide which applicants best meet the criteria and will call for interview.
  2. Interviewing. You will be given at least 2 days notice if you are required for an interview. The interview panel will consist of either 3 or 4 members, one of which will be the HR Facilitator, who will work with the panel to recommend the most suitable person for the position.
  3. Reference checks and other checks. Referee checks will be carried out on the recommended applicant/s. Positions that have been identified as child-related, will be required to undergo a Working with Children Check through the Office of Children's Guardian NSW
  4. Pre-employment Functional Assessment. The preferred applicant will be required to undergo a pre-employment functional assessment at Council’s expense. This will include a Functional Assessment, urine Drug and Alcohol Testing and a hearing screen
  5. Notification of result. The successful applicant will be verbally notified as soon as possible after the interview and will receive a written letter of offer via email and in the post. Unsuccessful applicants will be notified by email once the offer of employment has been accepted and Council has been formally notified of the acceptance.
