JOB DESCRIPTION

Support the delivery of end to end procurement and contract management in across the state.

WHO WE ARE:

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.

As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), Parks Victoria and the Department of Environment, Land, Water and Planning (DELWP) during major bushfire and emergency incidents.

ROLE SUMMARY: 

In this position you will be part of the Assets team who are responsible for the delivery of end to end procurement and contract management related activities and state-wide management of operational equipment and consumables.

This role also provides support to the Procurement Manager in the management of various contracts.

The position being offered is a VPS 4.1, Full Time, Fixed Term, Up to 30 September 2021. During this time, VICSES are anticipating a reorganisation which could impact and change this position.

ACCOUNTABILITIES:

Support the Procurement Manager in the management of the annual critical assets program including issue of purchase orders per contract milestones, tracking the progress of assets and resolution of supplier issues.

Plan, coordinate and provide administrative support in equipment supply to regions and units in a cost effective, efficient and timely manner including establishing and reviewing agreements with third parties.

Establish supply and preferred buying arrangements ensuring VICSES procurement practices and contracts are effectively managed and monitored.

Support the Procurement Manager with the development of specifications for Personal Protective Clothing & Equipment, including conducting market research and analysis of products and providing recommendations.

Assist Manager Assets and Procurement Manager in developing tender documentation for contracts.

Maintain and review of the equipment catalogue including prices and specifications. This role will also seek opportunities to investigate and recommend new equipment, moving to updated models and removal of obsolete items.

Actively contribute to the management of assets and equipment including planning and coordinating the annual equipment replacement program and stocktakes, seek to improve processes and review existing equipment.
