About the Commercial Transactions Division
The Commercial Transactions team within Investment and Technology Division is responsible for development, negotiation and management of commercial contracts and services with the aim of delivering high performance and improved commercial outcomes for the State.About the opportunity
The primary purpose of the Director, Commercial Roads positions involves managing the State's relationship with Concession road operators; a critical pillar of the transport network. With almost 100km of toll roads in Melbourne, your leadership will ensure the operators are meeting their contractual obligations - providing significant benefits to the State by maximising the economic value of these investments.
Key accountabilities:

* Provide leadership for commercial negotiations with existing concessionaires and expert advice for future roads-based Public-Private Partnerships, including the Western Roads Upgrade and the North East Link State Toll Corporation.
* Building the team's capability, maximising efficiency through continual process improvement. This will include refreshing contract management plans, strengthening asset surveillance and creating networks of best practice across other jurisdictions.
* Conducting a strategic review of the portfolio, with an integrated approach to the management of major road assets within DoT, in order to develop strategic priorities.
* Fostering an organisational culture of high-performance and inclusiveness, and actively role modelling DoT's values.

About you:
To be successful, you will possess an extensive background in Commercial negotiations with a proven track record of effectively managing complex and sensitive public sector projects or services with a diverse range of stakeholders.
Key Selection Criteria:

* Advice: Extensive experience providing high level strategic, tactical or operational advice on a range of matters to senior stakeholders. Experience developing options to inform Government decision making relating to recontracting across commercial, financial, legal and operational areas.
* Leadership and management: Extensive leadership and management experience including the management of staff through complex and challenging environments and ability to foster a high performing and collaborative culture.
* Strategic planning: Experience as a key contributor in the development of organisation strategy and business planning processes.
* Resource management: Experience managing the development and management of workforce, budgets, finances, and expenditure.
* Stakeholder management: Demonstrated track record of developing constructive relationships with senior internal and external stakeholders, resolving conflict and managing sensitivities within constrained timeframes, and ability to effectively negotiate to achieve outcomes.
* Change management: Experience as a key contributor to strategic change and reform initiatives including multiple organisational change and large-scale transformation strategies, initiatives and programs.
