The Department of Transport brings together all transport modes to design, plan, build and operate Victoria's transport system. Our job is to further integrate the transport network and improve the delivery of services to Victorians for simpler, quicker and safer journeys that connect people and places and support Victoria's prosperity and liveability. The Coronavirus pandemic has dramatically altered the way Melburnians move around the city with more people now expected to use cars to get around. VPS5 – Senior Programme Support Officer



Annual Salary Range: VPS5 – $101,120 - $122,348

Tenure: Fixed term until 30 June 2022

Employment Type: Full Time (flexible work arrangements may be available)

Usual Work Location: Metro Melbourne


About the Team

This role is based within the Programme Support team, who contributes to the development and implementation of innovative improvements to complex problems, processes, practices and systems that will lead to increased business efficiency, improvements in programme performance, up to date reporting and successful delivery of programme outcomes.


About the Opportunity

The Senior Programme Support Officer works in close collaboration with Programme and Project Managers to provide critical support, including developing and maintaining detailed schedules, financials, benefit realisation and earned value reporting, ensuring version control, communication, risk mitigation and driving consistency of approach to facilitate accuracy in project delivery and reporting.

The key elements of the role include:


• Work in collaboration with Programme and Project Managers to develop and maintain the detailed project artefacts such as schedules, scope of work, risk registers, change registers etc. and ensuring version control and driving consistency of approach to facilitate accuracy in project execution and reporting (including SPI, CPI).

• Provide critical support and work very closely with Programme Support Team Manager in identifying major milestones, decision points, budget tracking, identifying risks, issues and weekly record the progress of work against the commitments to different stakeholders.

• Chair meetings and present summary level schedule reports, earned value, budget forecast, milestone charts, benefit realisation and other programme critical reports to support critical path analysis, priority-based resource allocations and levelling, and cost/schedule integration.

• Communicate regularly with team leaders and project managers to capture new work, updates of existing and remaining work, dependencies and critical path.

• Contribute to the development and implementation of innovative improvements to complex problems, processes, practices and systems that will lead to increased business efficiency, and improvements in delivery performance.

• Apply well developed skills to build and maintain effective relationships with internal and external stakeholders to drive the achievement of programme outcomes by proactively identifying trends, emerging issues, opportunities and risk mitigations.

About You

To be considered for this role you will require the following:



• Proven Experience in understanding and developing complex financial, earned value, project progress, benefit realisation reporting and the ability to present insights and trends to stakeholders and develop recommendations.

• Demonstrated ability to recommend project control solutions for planning, resource management, scheduling complexities, benefit management and realisation, cost tracking and budget forecasting.

• Proven experience in developing and using project reports such as planned versus actuals, schedule integrity, earned value, etc using advanced excel skills, Power BI or other relevant software including resource management and budget estimation.

• Ability to effectively chair meetings, workshops and other key forums and record actions, timelines, delegations and follow up with stakeholders to meet personal targets and deadlines.

• Proven experience in the development of and changes to a range of systems, tools and processes to foster innovation, capture new trends and ideas and optimise the use of technology.

• Excellent communication and stakeholder engagement skills, to effectively negotiate with and influence stakeholders to achieve successful programme outcomes.
