About us

COVID-19 Quarantine Victoria (CQV) is responsible for Victoria's COVID-19 Accommodation response, including:

  • Mandatory quarantine for returned overseas travellers
  • Emergency Accommodation for people that cannot safely isolate/quarantine in their accommodation.

The Victorian Chief Health Officer has mandated that all returning overseas travellers arriving in Victoria must go into mandatory quarantine for 14 days from the day of their arrival to help prevent the spread of coronavirus (COVID-19).

In addition, CQV is responsible for the operation of Victoria's Emergency Accommodation program for community members and their close contacts who have tested positive for COVID-19 and where an assessment has concluded that there are no other suitable alternative accommodation options for self-isolation.

Infection control and prevention is the primary objective of the mandatory quarantine and emergency accommodation programs.

About the role

The Executive Director is the leader of the business unit and will act as the Deputy State Controllers proxy, leading a team of Directors and assuming strategic oversight of their day-to-day leadership and management of quarantine hotels across the state including fostering career pathways and team member development.

The Executive Director, Hotel Services is tasked with and responsible for leading the Directors in strategic delivery of their functions within hotel services and foster and uphold departmental standards of compliance, safety and wellbeing across the entirety of the business unit.

Occasional travel to other locations within Victoria may also be required. 

Key activities of the roles include

  • Provide vision, leadership and technical expertise to a team of directors and assume strategic oversight of their day-to-day leadership and management of quarantine hotels across the state.
  • Lead and oversee a team of directors and general managers in the management of the operational performance of quarantine hotels, including working closely with corporate staff on health and safety and infection control, human resources, finance, industrial issues.
  • Provide high level authoritative, technical, innovative and strategic advice to high level stakeholders and directors throughout Hotel Services.
  • Provide strategic and expert policy and strategy direction on a range of service processes and systems to lead the compliance of these locations to established CQV standards.
  • Foster and uphold CQV standards of compliance, safety and wellbeing across the entirety of the business unit within all leadership team members and staff across hotel services.
  • Develop and champion innovative solutions to key challenges in the Hotel Services environment based on advanced technical knowledge and expertise in best practice, workforce development, succession planning and leadership.
  • Effectively address high-risk and sensitive issues critical to the operation of hotel services in Victoria at the most senior level.
  • Effectively manage the interface with key internal and external stakeholders, develop and enhance effective relationships, liaise, engage, influence and gain stakeholder co-operation and support, both internal and external to Operation COVID Accommodation, Victoria Police and the department.
  • Drive a positive culture of excellence through the delivery of expert, efficient and contemporary advice, mentorship, and tailored business solutions to all executives, managers and staff.
  • Any additional ad-hoc tasks as required or requested by the Deputy State Controller.

About you

To be successful in this role you will have:

  • A proven record and highlevel skills in government or other relevant policy development, strategy, program and service delivery and the ability to develop innovative programs and responses to provide a sound basis for best practice services in Victoria.
  • Recognised knowledge, specialist expertise and a record of achievement at a state-wide or national level in custodial or relevant operations, methodologies or the implementation of Government policy.
  • Computer literate with a working knowledge of the full range of Microsoft Windows and MS Office application suite software.
