JOB DESCRIPTION

The Papua New Guinea Australia Transition to Health (PATH) Program is one key way in which Australia is investing in PNG's security, stability, and prosperity by delivering support to PNG’s health sector. PATH supports locally generated and scaled health systems reform, working in partnership with the Government of PNG on high priority health issues including health security, communicable disease, family planning, sexual and reproductive health, and maternal and child health. This strong partnership is supporting PNG to improve the health and well-being of its citizens in line with PNG's National Health Plan. PATH looks to attract staff who are committed to this vision, and who are also able to work in collaborative, creative and adaptive ways to contribute to better health outcomes for people in PNG.

PATH is managed by Abt Associates, in association with an Aboriginal-owned and controlled company, Ninti One Limited.

Position Summary - Program Support Officer - Papua New Guinea Australia Transition to Health (PATH) Program

The Program Support Officer will provide programmatic support to senior members of the PATH Program team. Reporting to the PATH Team Leader, the Program Support Officer will be responsible for assisting in operationalising all intermediate outcomes across the PATH program.

This position is open to Aboriginal and/or Torres Strait Islander applicants only.

The ideal candidate will have extensive experience in research and program administration and support. Experience working in a Program operating environment would be desirable but not essential. This position is available for 1-year contract duration with possibility of extension based on individual performance, approval of program budget and alignment with ongoing program work plan.

Duties include but not limited to:
Support development, operationalisation and reporting against various strategies across all PATH program activities and operations.
Provide research and analysis support to activity in the selected provinces to identify key bottlenecks and constraints within Provincial Health Authorities (PHA) and other health providers.
Assist with design strategies, activities and outputs at the selected PHAs.
Liaise with the Performance and Adaptive Systems Team to assess the effects of changes made.
Contribute to the production of progress reports and report to the Lead on program progress and implementation issues.
Support the monitoring of budget utilisation, program deliverables, associated risks, issues, gaps and opportunities.
Develop and maintain working relationships and engagement with key stakeholders, including government (national and provincial) and non-state actors.
Assist in the coronation of events, workshops and meetings and travel.

Preferred skills and experience

Knowledge of and/or experience in international or community development, humanitarian, or health-sector programs.
Demonstrated cultural awareness and understanding of cultural protocols informing work with provincial PNG communities.
Proven ability to design and conduct research and produce high-quality reports and health policy briefs.
Proven ability to work within a complex team environment requiring sensitivity, confidentiality and privacy.
Demonstrated experience in project management.
Proven ability to prioritise, organise workloads and meet deadlines.
Familiarity with a wide range of computer-based applications (including Microsoft Office Word and Excel) and a willingness to learn new software programs as required.
A demonstrated understanding of GEDSI principles and how they apply in development programming.
Excellent interpersonal and relationship management skills with ability to work with senior leaders, external stakeholders and officials to achieve outcomes.
Willingness to relocate to PNG, undertake provincial travel in PNG and work in the field.
